For more than two decades, Scott has led complex public organizations across the United States, serving in executive roles in both large metropolitan cities and smaller community-focused municipalities. His experience spans dense urban environments, fast-growing suburbs, and rural counties. From senior leadership in Bakersfield, California, one of the largest cities in the nation, to city and county executive roles in Georgia, Florida, and New Mexico, Scott has navigated economic development, community trust-building, organizational reform, and crisis leadership at scale.
Currently serving as a County CEO, Scott has dedicated over 23 years to public sector leadership. He holds a Doctorate in Organizational Leadership, a Master of Public Administration, and is a Credentialed Manager through ICMA. He is also certified in EQ-i 2.0 Emotional Intelligence, reinforcing his commitment to developing leaders who combine competence with character.
Beyond the executive office, Scott has become one of the most engaged leadership voices in the public sector, with his insights reaching a global network of 20,000 professionals.
